History of Call Centers in Colombia

Beginning in 1981, Colombia became a destination for United States companies looking to outsource in Latin America. In fact, according to a study by World Bank economists, it was one of the very first countries to benefit as the practice became common.6

Demand for outsourcing in the country diminished somewhat after the initial wave, but in 2013 Colombia started receiving attention as a prime destination again. In that year, Inter-American Development Bank named the country “a hidden jewel” for outsourcing in Latin America.6

As stronger relationships formed between Colombia and foreign investors, government officials sought to find ways to remain a lucrative choice. In 2021, Colombia and the United States began formulating the Double Standard Agreement. This agreement allowed US investors and companies to continue to outsource without the fear of being taxed by both countries.7
